自2023年起，每到春季，黔江区武陵水岸的樱花竞相绽放，如云似霞的粉色花海在市民朋友圈刷屏，成为新晋“网红打卡地”。这背后，是黔江区投资740万元、历时56天完成的“新华大道、武陵水岸及西互通园林绿化品质提升项目”的成果。

  如今，从“城市伤疤”到“会客厅”，从“单调绿”到“四季彩”，黔江以专业规划、精细施工和民生导向，探索出一条山区城市品质提升的新路径。

  “以前这一带柳树多，春天飞絮扰民，绿化也杂乱。现在换成樱花，还添了休闲座椅，我们天天来散步！”家住武陵水岸附近的居民张建国感慨道。

  在项目启动前，分管领导带队分别前往河南南阳、湖南长沙、浏阳以及成都都江堰、崇州，还有重庆巫溪等市内外苗圃基地进行当地考验查证，对樱花、紫薇、树桩月季等主要树种的树干胸径、分支点高度、冠幅大小进行现场查看，合理选取苗木规格尺寸。并两度通过政府网站、微信公众号公开征求意见，广泛收集市民建议。

  “市民呼声最高的，是增加开花植物和休闲空间。”黔江区城管局相关负责的人介绍，在舟白隧道口等关键节点，原计划栽植普通灌木，后根据专业的人建议调整为树状月季和五角枫，形成“隧道口彩化”效果。

  专业与民意的“双轮驱动”，让规划更接地气。该项目相关负责人透露：“为了搞好这个工程，熬夜加班商讨可行性方案那是家常便饭，当初很多人主动放弃休息时间，仅武陵水岸的土壤改良方案就修改了多次，以确保樱花存活率超95%。”

  “11月开工，12月完工，还要避开雨季，压力前所未有。”施工方负责人回忆，2022年11月5日项目启动后，黔江区城管局组建了多人组成的技术专班，24小时驻场协调。为抢抓工期，工程划分为绿化、土建、照明3个标段，5支队伍同步施工。

  在武陵水岸樱花种植区，工人发现原有土壤板结严重。技术专班连夜联系重庆市园林科学研究院，采用“碎石沥水层+营养土换填”工艺，仅用3天完成155个树池改造。

  “最难忘的是儿童乐园施工那晚，气温只有3℃，我们打着探照灯干到凌晨。”一施工员说。56天后，项目如期交付：8万平方米绿地焕新，393686株灌木构成75种植物群落，两个儿童乐园的改造让周边小区的孩子乐而忘返。

  在2023年“五一”期间，武陵水岸日均客流量突破2万人次，沿街商铺营业额同比增长40%。“以前晚上9点就关门，现在卖凉面、烧烤到凌晨1点都忙不过来！”商户刘霞笑着说。

  “客厅经济”的繁荣得益于“白+黑”全时段设计。黔江区文旅委相关负责的人介绍，项目新增的投影灯、洗墙灯等景观照明，将武陵水岸打造成“峡谷夜景IP”，带动周边新增夜市摊位254个。抖音多个方面数据显示，“武陵水岸夜樱”线万次，吸引重庆主城及湖北利川游客专程打卡。

  更深远的影响在于城市品牌。2023年4月，黔江区凭借该项目入选重庆市“城市更新典型案例”。“以前觉得黔江只是过境地，现在愿意留下来消费了。”来自湖南的游客周敏评价。多个方面数据显示，近两年来，黔江旅游综合收入增长，其中夜间消费占比也大幅增加。

  从“绿化”到“彩化”，从“功能”到“流量”，黔江的城市品质提升实践，诠释了“小切口、大民生”的治理智慧。黔江这座武陵山区的明珠之城，正以每一株樱花、每一盏夜灯为笔，书写着高水平发展的绿色答卷。（记者谭登帆）
